Resolutions are a request for action. They are the means by which the Synod Assembly articulates its thinking on a particular matter and requests actions. Memorials are the means by which the Metro D.C. Synod Assembly requests action of the ELCA Churchwide Assembly. A memorial is debated by the whole church in assembly.
